
Answers to this question are usually biased. I am a developer working on my own; even so, let me write down where an agency is the better choice.
Where does the price difference come from?
An agency price contains an office, a sales team, a project manager and the time of several specialists. A freelancer price contains none of that; in exchange, the same person does both the design and the development.
When is a freelancer the better fit?
- If the work is small enough for one person to cover
- If you want quick decisions and direct communication
- If the budget is limited and the scope is clearly defined
- If talking to the person doing the work matters to you
When is an agency the better fit?
- If design, advertising, content and software are all needed at once
- If corporate procurement processes and contracts are mandatory
- If team continuity is critical (one person can fall ill)
- If many jobs will run in parallel
How do you reduce the risk?
Whoever you work with, ask for three things: a written scope, a working build every week, and the code in a repository you can access. With those three in place, the label on the other side matters far less.
The real question is not “agency or freelancer”, but “who will own this work”.
